Source: MIC, 電波法関係審査基準の一部を改正する訓令案新旧対照条文 (Draft instruction amending the Radio Act examination standards: comparison with the preceding text), 別紙2 — 目的別審査基準, published with the 30 September 2010 consultation. Japanese PDF.

The translated proposed text is 別紙2-7, PDF pp. 183–184 and 194 (its own printed pp. 1–2 and 12). The preceding text, 別紙2-8, repeats the 10/20 MHz centre lists on PDF p. 211 / printed p. 13. The new 30 MHz arrangement accompanies the introduction of 128QAM156M. MIC's 26 November 2010 consultation outcome confirms that introduction; ARIB NEWS 786, PDF p. 3 records operation under the revised standards from 1 April 2011.

Basic conditions and assigned parameters

Translation of §ア(ア)–(イ), ア(エ), イ(ア) and イ(エ), PDF p. 183 / printed p. 1:

  • These examination standards apply to 12 GHz fixed stations using equipment conforming to Article 58-2-9 of the Radio Equipment Regulations. Other special provisions, where present, also apply.
  • The communication arrangement is one-to-one, using digital duplex communication with symmetrical transmission and reception.
  • When assigning frequencies, account must be taken of sharing with frequencies used for programme relays for satellite auxiliary broadcasting in the 12 GHz band.
  • The assigned frequency is selected from the requested range using Appendix (5)-3, as a frequency paired with that of the correspondent station. In principle, one regenerative section uses the same frequency band throughout.
  • The permitted occupied bandwidth is one of 2.5, 5, 9.5, 19 or 28.5 MHz.

Appendix (5)-3 explicitly permits the three unpaired channels shown below for one-way communication only.

Table 1: transmission systems

PDF p. 183 / printed p. 1. Shared cells are repeated for clarity.

Modulation Emission Capacity, Mbps Frequency spacing, MHz Standard clock, MHz Permitted occupied BW, MHz
4PSK G7W 3 10 1.8 2.5
4PSK G7W 6 10 4.5 5
4PSK G7W 13 10 9 9.5
16QAM D7W 26 10 9 9.5
128QAM D7W 52 10 9 9.5
128QAM D7W 104 20 18 19
128QAM D7W 156 30 26 28.5

For the 128QAM rows, co-channel operation using both vertical and horizontal polarization can double the transmission capacity.

Table 2: modulation, occupied bandwidth and standard transmission rate

PDF p. 184 / printed p. 2. Modulation switching uses the same permitted occupied bandwidth. Rates below are Mbps; a dash is a blank combination in the source.

Occupied BW, MHz 4PSK 16QAM 32QAM 64QAM 128QAM
5 6 13
9.5 13 26 32 39 52
19 26 52 64 78 104
28.5 39 78 104 117 156

Appendix (5)-3: frequency arrangement

PDF p. 194 / printed p. 12. This is the complete table. The duplex separation of every paired row is 120 MHz.
