22 GHz FWA: selected English source translations

Ordinance 29, PDF p. 3, adds Article 49-19-2: the communication method of the new 22 GHz land-mobile equipment is frequency-division duplex or time-division duplex. Modulation includes 4FSK, 4PSK, 16QAM and OFDM, or equivalent/better methods. This class uses above 22.0 through 23.2 GHz and has dynamic transmit power control.
Notification 97, PDF p. 3, adds Appendix 10-1 section 2, “frequency-block table
used by land-mobile-service stations using the 22 GHz band.” Blocks E1–E24 are
successive 50 MHz blocks. In MHz the full table is represented exactly by
E[n] = (22000 + 50×(n−1), 22000 + 50×n], for n = 1…24.
The lower boundary is exclusive and the upper boundary inclusive.

fcl is in MHz. Round a fractional MHz upward to the next 0.5 MHz.
Section 6, PDF p. 4: bandwidth-expansion equipment is limited to TDD. Its expansion limits are:

Section 7, PDF p. 5: among available frequencies, automatically choose a channel with the lowest measured electric-field strength from unwanted stations, measured across the channel bandwidth.
The corresponding 2025 committee report, printed p. 88 / PDF p. 91, describes its long-distance FDD example as using two adjacent TDD channels, with no bandwidth expansion. It does not prescribe a 600 MHz low/high pairing for this new FWA class.
