22 and 40 GHz fixed links: selected English source translations

These are selected source excerpts, not a translation of each complete document. The fixed-link material is relevant to the transport band plans. FWA excerpts are retained separately in mic-fwa.md.

22 GHz fixed stations: enacted equipment rules

Source: MIC, 無線設備規則 (Radio Equipment Regulations), Article 58-2-6-2 and Appendix 2, item 34. Official consolidated text and official XML, read 2026-09-17. These section locators apply to the HTML/XML; there is no PDF page.

Article 58-2-6-2: equipment for fixed stations using frequencies above 22.4 GHz and at or below 22.6 GHz, or above 23 GHz and at or below 23.2 GHz, excluding stations used for broadcasting, must meet the following conditions:

  1. The communication method is duplex (複信方式).
  2. Modulation is four-level frequency-shift keying, four-phase phase modulation, 64-level quadrature amplitude modulation, OFDM, or a method with equivalent or better performance.
  3. Transmitted or received polarization is horizontal or vertical.
  4. The equipment meets the additional technical conditions separately notified by the Minister.

Appendix 2, item 34: notwithstanding items 1–4, the permitted occupied bandwidth of equipment for 22 GHz fixed stations is as follows:

Emission Condition Permitted occupied bandwidth, MHz
F9W No error-correction signal added to the modulating signal 8.2
F9W Error-correction signal added 16.4
G7W No error-correction signal added 6.6
G7W Error-correction signal added 13.2
D7W 37.2
X7W General alternative 37.2
X7W No error-correction signal added 6.6
X7W Error-correction signal added 13.2

The same numerical table is reproduced by TELEC under 22 GHz fixed stations. TELEC is the certification authority source, not MIC; its table was checked against the official XML above.

Additional technical conditions, 2015 Notification 86

Source: MIC, 二二GHz帯の周波数の電波を使用する固定局の無線設備の技術的条件, 2015-03-17, Japanese PDF, Notifications 83–86. Notification 86 occupies PDF pp. 25–26, internally numbered 1–2.

Section 1: the modulating signal consists of pulses.

Section 2, transmission rate:

  1. For 4FSK or 4PSK, including equipment using OFDM, or a method with equivalent or better performance: at least 8.192 Mbit/s.
  2. For 64QAM, including equipment using OFDM, or a method with equivalent or better performance: at least 155.52 Mbit/s.
  3. If an error-correction signal is added, the rate of that additional signal must not exceed 8.192 Mbit/s for item 1 or 155.52 Mbit/s for item 2.

Frequency assignments

Source: ARIB, 照会相談業務申込書添付資料記入要領, August 2023, Japanese PDF, printed pp. 16–17 / PDF pp. 17–18. Full individual pairs are translated in arib-microwave-coordination.md.

The system-name table places 22G-Q-8M, 22G-QF-8M, and 22G-HQ-156M under 22 GHz, interleaved, normal arrangement, referring to Appendix Table 2. Appendix Table 2 is headed “22 GHz frequency assignment table (mobile entrance links only).” Its two centre-frequency sequences, in MHz, are:

Channel numbers Low group High group Centre step
1A–40A / 1B–40B 22402.5 : 5 : 22597.5 23002.5 : 5 : 23197.5 5
51A–55A / 51B–55B 22420 : 40 : 22580 23020 : 40 : 23180 40

The offset is 600 MHz in both sequences. The 5 MHz number is a centre step, not a statement that the occupied bandwidth is 5 MHz. ARIB's table does not give a separate eligibility matrix assigning every emission/FEC variant to every listed channel.

2014 fixed-system report: channel-width terminology

Source: MIC Information and Communications Council, Land Mobile Radio Committee, 基幹系無線システムの高度化等に係る技術的条件, committee report draft assembled at its 2014-04-17 meeting; Japanese PDF. This is the committee proposal, distinct from the enacted equipment rules above.

Section 3.1.2(2)(c), printed pp. 34–35 / PDF pp. 37–38, gives these relationships:

Modulation Occupied-bandwidth expression
At least four-phase PSK or at least 16-level QAM fcl × (1 + α), where α ≤ 0.5
OFDM fcl × number of subcarriers × 1.1

α is roll-off factor; fcl is clock frequency. The following 22 GHz line specifies fcl × (1 + α) MHz or less, with note 3: “applies to a 40 MHz channel width.” Section 3.1.2(2)(d), printed p. 35 / PDF p. 38, labels the two 22 GHz spectral-mask rows 5 MHz (QPSK) and 40 MHz. These are the document's channel-width labels; the enacted occupied-bandwidth numbers are above.

Reference 4, printed p. 61 / PDF p. 64, identifies the 22.4–22.6 and 23.0–23.2 GHz, 40 MHz channel arrangement as an entrance/backhaul link.

40 GHz fixed stations: selected conditions

Source: the same MIC 2014 report, Reference 4, printed p. 61 / PDF p. 64. Its “40 GHz” row is for relay links, occupying above 37.5 through 37.9 GHz or above 38.5 through 38.9 GHz, with 25 MHz per-carrier channel width. These are different ranges from the 38 GHz FWA blocks.

Section 3.1.2(2)(c), printed p. 35 / PDF p. 38, gives permitted occupied bandwidth as fcl × (1 + α) MHz or less for the 25 MHz channel; the preceding modulation formula defines α ≤ 0.5. Reference 13, printed p. 83 / PDF p. 86, also gives the OFDM expression fcl × subcarrier count × 1.1 MHz.

Radio Equipment Regulations Article 58-2-10, headed “Equipment for fixed stations using the 40 GHz band” defines the same two ranges, excludes broadcast stations, permits one-way or duplex communication, and permits analog FM, 2FSK, 2PSK, OFDM or equivalent/better methods, using horizontal or vertical polarization.

The report specifies the frequency ranges and channel width; it contains no 40 GHz centre-frequency list. A centre grid is therefore not reconstructed from band edges in this translation.
